New spherical HotineOblique3 Mercator, variant 3.

Arguments:
  • lat_latlon - Main pole latitude (scalar degrees90 or any LatLon, 2-tuple (lat, lon) or a comma-separated "latDMS, lonDMS" str).
  • lon - Main pole longitude (degrees180), required if lat_latlon is scalar, ignored otherwise.
  • radius - Earth radius (meter, conventionally).
  • k0_lat0_x0_y0_name - Central scale factor k0=1.0 (scalar), origin latitude lat0=0.0 (degrees), false easting x0=0.0 and false northing y0=0.0 (meter) and name=NN (str).
